Offshore renewable energy production

Lead: Cerema + FAEN
Associated partner: PMBA

This theme covers the development of marine renewable energies and their integration into Atlantic territories. Cerema brings technical expertise in planning, territorial engineering and public policy evaluation. FAEN contributes operational knowledge of the energy sector. PMBA, as a territorial actor, ensures links with local dynamics and existing projects.

Marine pollution

Lead: AZTI + Cerema

This theme focuses on marine environmental quality and the reduction of human pressures. AZTI mobilises scientific expertise in marine environment and ecological assessment. Cerema complements this with its integrated management approach and support to public policies.

Climate change adaptation and risk prevention

Lead: Cerema
Partners: IHCantabria, AZTI

Challenges related to coastal erosion, natural hazards and climate adaptation are structuring for the Atlantic Area. Cerema contributes through risk engineering and support to local authorities. IH Cantabria and AZTI strengthen scientific and technical expertise on coastal and marine dynamics.

Nature conservation and protection

Lead: IHCantabria
Partners: Cerema, OFB

This theme aims to protect biodiversity and ensure sustainable ecosystem management. IH Cantabria leads work on integrating environmental issues into public policies. Cerema contributes to links with territorial strategies. OFB (French Biodiversity Agency), as the competent national authority, provides institutional expertise on nature conservation.

Sustainable tourism

Lead: CPMR + Forum Oceano
Partners: ERNACT, RDI Hub

The aim is to promote tourism models compatible with environmental protection and local development. CPMR brings its network of regions and policy influence capacity. Forum Oceano mobilises maritime economy stakeholders. ERNACT and the RDI Hub contribute on innovation, digital and project incubation dimensions.

Digitalisation and innovation

Lead: ERNACT
Partners: PMBA, AZTI, RDI Hub

Digitalisation is a cross-cutting lever to improve data collection, environmental monitoring and cooperation between territories. ERNACT leads this strand thanks to its expertise in digital transformation and territorial innovation. Technical and territorial partners ensure practical integration of digital tools into policies and projects.

Energy transition, energy efficiency and circular economy in the blue economy

Lead: PMBA
Partners: Cerema, FAEN, RDI Hub

This strand supports the decarbonisation of maritime and coastal activities. PMBA coordinates work linked to territorial dynamics. Cerema contributes expertise in energy transition and planning, while FAEN and the RDI Hub support innovation and the emergence of operational solutions.

Governance and public policies (cross-cutting)

Lead: CCDR-LVT
Partners: CPMR, Atlantic Cities, Cerema, PMBA, DGAMPA, IHCantabria

This strand structures the whole project. It aims to improve the integration of project results into regional, national and European policies. CCDR-LVT coordinates strategic work and the development of recommendations. CPMR and Atlantic Cities ensure links with European territorial networks. Cerema, PMBA, DGAMPA and IH Cantabria contribute through their institutional capacity and their role in public policy implementation.
